I joined the Department of Economics at Lingnan University, Hong Kong, as a Lecturer in August 2026. I received my Ph.D. in Economics from McGill University, my M.A. in Economics from the University of British Columbia, and my Honours B.A. in Economics and Mathematics from the University of Toronto. My research interests lie at the intersection of development economics, political economy, and public economics. You can find my CV here.
My research examines how institutional arrangements—such as bureaucratic incentives, target-based governance, and fiscal mechanisms—shape economic behavior. I am particularly interested in how state-led policies interact with market forces through implementation systems, performance evaluation, and local state capacity. I also conduct empirical evaluations of government policies, particularly those implemented in coordination with local actors. Broadly, my work seeks to understand how institutions structure the interaction between state and market, especially in settings where administrative incentives influence resource allocation and development outcomes.
